Background/History:
Nothing is known about him prior to the Cromag War. The Cromag War seems to be comparable to the Vietnam War. That is, the war was in a jungle, it was seemingly never ending, it was widely unpopular with the public at home, and villages were razed with people killed rather senselessly. In the game it specifically comments that the public hated the child killing that was going on, and Zero even comments that he didn't mind killing the soldiers but he couldn't bring himself to kill children and innocent bystanders. The war ended up being a loss, with the implication being that it was a loss in a way very similar to the Vietnam War: there were so many casualties and losses on both sides and no clear winner that everyone lost. It is ultimately revealed that the government is attempting to erase all traces of the NULL project.
During the war, Leon oversaw the development of Chronos - a combat drug - and the NULL soldiers. His tests included running subjects through a deadly obstacle course to ascertain their value. The weakest of NULL soldiers were alpha, which had a 7% survival rate, the middle road were beta, which had a 10% or so survival rate, and the strongest were gamma NULLs, which had a 100% survival rate. These tests were carried out in a disguised slaughterhouse in the third district.
We assume after the end of the war - which was lost, by the way - Leon sets up automated defense and communication systems around the slaughterhouse. During this he created messages that cover a myriad of possible situations - from a NULL soldier entering the slaughterhouse to Josh Rose returning what he stole, a Junction employee at his door. It's clear that Leon has a strong grip of what's going on there and is very in control of it. In addition to having mercenaries guarding the place, there are also crusher traps, and an automated sniper rifle that aims at those attempting to traverse the slaughterhouse.
In game he is found in a cryochamber that he put himself in sometime between the end of the war (7 years ago) and the game (present) in order to prolong his life. If I may theorize, I believe that this was to buy time for the controversy of the Cromag War and the botched NULLs to blow over so that he could try again at a time when the political fires weren't so stoked.
Strengths:
⌖ Brilliant: Leon is a very brilliant man, with implications that he is a brilliant chemist and at least decently handy at programming and robotics. He synthesized a drug that allowed the user precognition of events so that they could complete missions without being harmed and allowed the user to perceive time as slowed down and made them literally unkillable. In addition, he created a program to make super soldiers for war time. He plans for what seems to be every conceivable possibility and creates systems to respond to them in his absence. As a final act he cryogenically froze himself to extend his own life beyond his normal lifespan, and it is implied based on all of the imagery leading up to finding his body that it was of his design. With his automated systems as well, it is clear that he is also very calculating and prepares for every possible contingency.
⌖ Level Headed: Leon seems to be driven very much by logic and keeps a very level head despite the situation that may be unfolding before him. He appears to always be calm and collected no matter the situation. When faced with someone who stole something from him, he prefers to simply kill them and retrieve what is his than waste time yelling and stammering about it. In all of his recordings before freezing himself every single message was recorded in a very calm demeanor only matter-of-factly stating whatever message he wanted, and promising death to anyone who was an unexpected visitor. Even when the player presses on past where they should, he simply warns them that his work is too important to be disturbed and to press on would be to end their miserable existence.
⌖ High persuasion skill: Even if it was during war time it really does take someone who is very convincing to convince a government to fund a project in which you kidnap children and train them to be super soldiers and then get them hooked on a drug you created really sure does require some high level charisma score. I don’t really know what else to put here because it really does take something special to get an all in for extreme war crimes.
Weaknesses:
⌖ Morally Bankrupt: I cannot stress just how devoid of any and all moral compasses this man absolutely is. The program he designed picked children who showed signs of psychopathy, filled them with experimental drugs, and trained them to be super soldiers. He’s chill with this to the level that the only thing he regrets was that the whole experiment was a failure and the surviving NULL soldiers need to be eliminated. Every single message recorded regarding any kind of visitor to his base ended with shooting them dead. He kept the instructions on how to synthesize Chronos a secret so that he could, presumably, control the flow of it. Not to mention his entire base is a training gauntlet that is essentially impossible to survive unless you’re the crème de la crème of the NULL soldiers he created.
⌖ No Empathy: It is clear from the measured way he speaks and with how blasé he is about killing literally anyone at the door that he has little to no attachment to people in general, nor does he seem to care about the implications of burning villages and killing children as he stayed behind his research. When met with one of the subjects that went through is program his only comment is that he regretted that the experiment was a failure and that the subject was living in error and needed to be killed. As the mun I would make the very real argument that he has some kind of antisocial disorder or schizoid disorder because his complete lack of giving a shit and seeming willingness to be so blunt about what he did. He mentions that he would have to start over – implying that he will do this again and seems to not really care about the cost or toll that this experiment has taken. He has a complete and utter lack of regard for others.
⌖ Overly Confident: I’m not sure that I would classify this all the way as arrogance, though it very could well be arrogance, but he very much believes that he can plan for everything. He has an overly meticulous nature about him that comes with this level of planning and preparation, a very calm way of going about it, and is very reassured in the way he speaks. This assumption that creating these recorded tapes and holing up in his bunker in a cryotank past what should be an impossible to get through gauntlet of mercenaries and trials is what ultimately led to is pointless final death. He was so very sure that there wouldn’t be anyone who could get there that he overlooked the possibility that a few Gamma NULLs may still exist.
Powers/Abilities: Nothing :)
Other Noteworthy Traits: He's a brilliant chemist (created a drug that allows people to perceive the very near future and seem to perceive time as if it were slowed), he shows signs to have at least a level of understanding of engineering and programming (created automated systems for while he was in cryostasis, responded to various stimuli), he can accurately aim and fire the rifle even though he has one arm
